UN Secretary-General Kofi Annan appointed Achim Steiner as Executive Director of the United Nations Environment Programme (UNEP) -- a 4 year assignment -- just months after Steiner helped award Annan $500,000 -- the Zayed International Prize for the Environment. Both are extraordinary acts of political recklessness.
